GENERAL DESCRIPTION OF POSITION

The IT Manager oversees the daily operations and strategic direction of programmer analysts and systems administrators, ensuring the delivery of high-quality work products. This role involves providing strong leadership and management across multiple divisions, fostering collaboration, and driving performance to meet organizational goals. As a key member of the leadership team, the IT Manager supports the Clerk in achieving the organization's objectives, leveraging technical expertise and innovative approaches to align technology solutions with business needs.

ESSENTIAL JOB FUNCTIONS

The tasks listed below represent essential job functions and exclude the marginal functions of the position that are incidental to the performance of essential job duties. The Clerk may assign additional responsibilities related to the area of work as necessary or during a declared emergency.

  • Lead the procurement, implementation and maintenance of software, ensuring data security and control, strategic computing, operational efficiency, operational continuity, and disaster recovery.
  • Assess computing technology proposals to evaluate project feasibility and requirements.
  • Direct the development of web-based applications through design brainstorming, design review, code review and advanced testing.
  • Oversee web administration responsibilities including webserver maintenance and configuration.
  • Oversee and assist with helpdesk requests including facilitating timely resolution on complex or urgent requests.
  • Oversee and assist in the maintenance of the network and infrastructure.
  • Facilitate compliance with the Florida Department of Law Enforcement (FDLE) by securing Criminal Justice Information (CJI) and fulfilling the Falcon Administrator role.
  • Ensure adherence to security procedures outlined in the CSP in collaboration with LASO and FAC, focusing on enterprise software systems.
  • Ensure departmental coverage and dependability of each team member.
  • Promote a leader/leader philosophy by empowering staff at all levels, mentoring deputy clerks, monitoring their progress, and upholding quality standards.
  • Resolve escalated complaints or disputes, manage complex situations, and administer disciplinary procedures effectively.
  • Evaluate team performance through routine sync meetings and performance reviews.
  • Select and recommend qualified candidates for open positions within the department.
  • Identify training needs, implement staff development programs, and enhance workflow with innovative procedures.
  • Approve timecards, payroll expenditures, and departmental purchases to manage financial responsibilities.
  • Review and approve expenditures for assigned areas of responsibility; procure supplies and tools needed for department as needed.
  • Recommend and provide input for annual budget planning and expenditure allocation.
  • Oversee functions of the respective area within the department to ensure adherence to Florida Statute, Administrative Orders, and any other laws or compliances applicable to the work performed such as CJIS, PCI and HIPAA.
  • Collaborate with upper leadership to research, analyze and implement procedural or policy changes to optimize operations and ensure compliance.
  • Review, prepare and submit statistical data for direct area of supervision including quality and quantity of production, monitor work activities and offer solutions for improvement.
  • Stay informed by enhancing knowledge of employment laws (e.g., EEO, ADA, affirmative action), attending educational programs, and engaging in professional networks.
  • Align departmental goals with organizational objectives by collaborating with other leaders.

QUALIFICATIONS

Verifiable, related work experience may be substituted in lieu of postsecondary educational requirements if a candidate is otherwise qualified for the position. Prior experience working in a Clerk's office and with the current programs is preferred and may be given consideration in lieu of on the job experience. Related work experience may not substitute for any required licensure, certification, or registration required for the position. Substitution of postsecondary educational requirements is authorized as follows:

  • Bachelor's degree AND five (5) years of direct work experience AND experience within the Clerk of Court and Comptroller's office, OR
  • Associate's degree AND seven (7) years of direct work experience AND experience within the Clerk of Court and Comptroller's office, OR
  • Bachelor's degree AND five (5) years of direct work experience AND two (2) years of supervisory experience, OR
  • Associate's degree AND seven (7) years of direct work experience AND two (2) years of supervisory experience.

Federal and state laws require an employer to attest in writing that all deputy clerks are legally authorized
to work in the United States. The Clerk is required to comply with E-Verify and Department of Revenue
reporting requirements. Deputy clerks are required to complete an I-9 form and produce documents
establishing both employment authorization and identity. The list of acceptable documents can be located

The Clerk utilizes the Florida Department of Law Enforcement (FDLE) FCIC/NCIC network and other
resources to conduct background checks on applicants selected as potential new hires. Deputy clerks
are required to submit verification of identity and undergo LiveScan fingerprinting prior to their first day of
employment. Fingerprints will be submitted to National Rap Back and are retained at FDLE and the
Federal Bureau of Investigations (FBI) for the purpose of providing notice of any subsequent
modifications to a deputy clerk's criminal history records. Fingerprints are retained for the duration of the
deputy clerk's employment. The Clerk will no longer have access to records upon separation of
employment.

Deputy clerks are required to report any incident involving an arrest or notice to appear for any criminal
charge against themselves as soon as practically possible. Employability and continued employment of
a deputy clerk who has a criminal record is decided on a case-by-case basis. Per the FBI's CJIS Security
Policy (Section 5.12.1) and the FDLE Criminal Justice User Agreement (Section III), agencies are
required to properly vet individuals prior to granting access to unencrypted CJI or to physically secure
areas where CJI is handled, processed, or stored. Records are subject to CJIS Access Review by FDLE.

The Clerk of the Circuit Court and Comptroller's office (Clerk) is a Drug-Free Workplace. This policy is
established pursuant to the drug-free workplace program under Fla. Stat. §440.101-102. During the
course of employment, all deputy clerks may be required to submit to a drug test(s) to detect the presence
or absence of any drug, including alcohol, or its metabolites which, by way of this policy, are prohibited.
The reasons for tests conducted include, reasonable suspicion, follow-up testing, post-injury/accident
testing, and negative dilute retests.
